Culver City Special Parcel Tax

Measure AA will impose a special tax on all real estate parcels, including commercial use, of $0.48/ building square foot, with senior exemptions, independent citizen/ auditor oversight, subject to a tax cap, for 10 years to strengthen academic excellence, attract and retain teachers, support music/ arts/ athletics/ STEM programs, instructional aides, and for other designated purposes.

This measure requires approval by a majority of voters voting on the measure to pass.

Fiscal Impact: Measure AA will raise approximately $18,000,000 annually in local funds for Culver City public schools that the state cannot take.

Background

The City Council of the City of Culver City (City) placed Measure AA on the ballot to amend the Culver City Municipal Code to add a new Parcel Tax to provide additional funding to the Culver City Unified School District.

Proposal

If approved, Measure AA would add a new Chapter 3.08 to the Culver City Municipal Code to create a new tax on all parcels of taxable real property in the City. The tax is calculated at the rate of forty-eight cents ($0.48) per square foot on all improvements on the parcel up to a maximum of $15,000 per parcel. The tax would be collected annually and paid by the owner of each parcel in the same way as other property taxes. The tax will expire after 10 years.

The proposed tax would not apply to persons 65 years or older, or anyone who receives Supplemental Security Income for a disability, or those who receive Social Security Disability Insurance benefits. The tax also would not apply to an Accessory Dwelling Unit occupied by a person meeting the exemption standards listed above.
