Would adopt an ordinance requiring the four pickleball courts at the Ojai City Hall, 401 South Ventura Street, Ojai California, to be kept open to the public year-round, without any other City permission or permits, and implementing sound mitigation and adverse impacts efforts.

Fiscal Impact: This measure would require that the city open and maintain the pickleball courts year round, leading to higher operations and maintenance costs.

In Depth

The Ojai City Council controls the City’s recreational facilities, including the pickleball courts at City Hall. On January 30, 2024, the City Council voted to close the City Hall pickleball courts, when either: (1) the Soule Park pickleball court was complete, or (2) June 1, 2024, whichever came first. The City Council also voted to limit the City Hall pickleball courts’ hours of operation. On May 14, 2024, the City Council voted to delay the closure of the City Hall pickleball courts until the Soule Park pickleball courts are completed and open to the public.

This measure, if approved by most voters, would require the four public pickleball courts at Ojai City Hall, 401 South Ventura Street, Ojai, California, to remain open to the public year-round, with no other City permission or permits needed for public use. This would override the City Council decision to close the City Hall pickleball courts. If the initiative passes, the City expects the City Hall pickleball court would be open the same hours as the City’s other parks. Lights could only be installed at the City Hall pickleball courts if approved by the City Council.

This measure also requires that users of the City Hall pickleball courts will make reasonable efforts to adopt technology to reduce sound and other potential effects from playing pickleball at the City Hall pickleball courts.

If adopted, this measure could be amended or repealed only by voters of the City of Ojai. The measure could be amended by a two-thirds majority of the City Council, if the amendment furthers the purpose of allowing public pickleball playing at the City Hall pickleball courts. The measure could also be amended by the City Council with a simple majority, if a court makes a final order requiring amendment for a legal or constitutional issue. Regardless of whether the City Hall pickleball courts remain open or are closed, the City will continue with its agreement with Ventura County to open public pickleball courts at Soule Park.
