Supporters argue that the Stockton City Charter currently states that the Public Information Office and Officer serve under the Mayor. This change was made to the Charter over 20 years ago and has never been implemented. To determine how best to implement the roles of City Public Information Office and maintain the role of the Mayor's Public Information Officer, the Stockton City Council established an Ad-Hoc Charter Review Advisory Committee for the primary purpose of reviewing and recommending appropriate placement of these roles and functions within the City as an organization and to best serve the needs of the entire City. Research shows that city's similar in size to Stockton do not specifically include the role of Public Information in their Charters, and those handling public information duties and functions generally report to the City Manager. The Stockton City Council took action on June 27, 2024, unanimously supporting a proposal to change the Charter to reflect current practice within the City of Stockton and best practices for a city of our size by defining the roles, responsibilities, and sharing of information between the City's Public Information Office and the Mayor's Public Information Officer, as recommended with this proposed ballot measure. The proposed language ensures transparency and creates efficiencies within Stockton City government. For the aforementioned reasons, vote YES on Measure M.

The measure would amend Charter Article XI-A, sections 1102 and 1151 of the Stockton Charter, to specify the public information officer appointed by the mayor will serve as a Mayoral Public Information Officer.

The measure would amend Charter Article XI, section 1153 of the Stockton Charter to assign the City of Stockton Public Information Office to the City Manager.

The measure would amend Charter Article XI-A section 1153 of the Stockton Charter to allow the Mayoral Public Information Officer access to information necessary to fulfill their role in a reasonable and timely manner, as coordinated through the City of Stockton Public Information Office.
