City of Santee Local Services & Infrastructure Sales Tax Measure

Measure Y would establish a one cent sales tax for 10 years to provide funding for City of Santee services and infrastructure, such as fixing streets and potholes, keeping streets, sidewalks, parks and public facilities safe, clean, and well-maintained, repairing/ replacing aging infrastructure and storm drains, local traffic management, fire protection, paramedic, crime prevention, and 911 emergency response.

This measure requires approval by a majority of voters voting on the measure to pass.

Fiscal Impact: Measure Y will raise approximately $14,000,000 annually for city services for 10 years.

Background

The California Constitution (Proposition 218) and Revenue and Taxation Code section 7285.9 authorize the City to levy a general transactions and use/sales tax at a rate of one percent (1%) so long as the tax is approved by a majority of the voters voting in an election on that issue.

The current sales tax rate in Santee is 7.75%, this would raise the tax rate to 8.75%.

Proposal

If approved, Measure Y would authorize a 1% retail transactions and use (sales) tax within the City of Santee. It is estimated that Measure Y will provide an additional $14,000,000 in annual local funding for 10 years that could be used for City of Santee services and infrastructure, including repairing streets and potholes; cleaning and maintaining streets, sidewalks, parks and public facilities, repairing and replacing stormdrains, local traffic management, fire protection, paramedic, crime prevention, and 911 emergency response. This tax would be a "general tax," meaning that revenues raised from the tax would go into the City's general fund to pay for any lawful City program, improvement, or service.
