Would amend the Fair and Equitable Housing provisions in Pasadena City Charter Article XVIII. It will provide Landlords and Tenants in units covered by Article XVIII with greater clarity about their rights and responsibilities. It will address ambiguities that cannot be resolved through Board regulations, ensuring alignment with existing practices, and streamlining operations to reduce administrative burdens and financial costs for both the Rental Housing Board and the Rent Stabilization Department. Measure PR requires approval of a majority of voters.

Fiscal Impact: Measure PR will have small administrative costs associated with the measure as it updates guidelines and establishes new processes.

In Depth

Measure PR was placed on the ballot by the Pasadena City Council, following  recommendations of the Pasadena Rental Housing Board. If approved by voters, Measure PR would amend Pasadena City Charter Article XVIII, also known as the Pasadena Fair and Equitable Housing Charter Amendment (“Article XVIII”), by correcting court-stricken language, addressing ambiguities that cannot be resolved through Board regulations, ensuring alignment with existing practices, and streamlining operations to reduce administrative burdens and financial costs for both the Rental Housing Board and the Rent Stabilization Department.

In November 2022, Pasadena residents voted to amend the City Charter and adopt Article XVIII, which established rent control and just cause eviction protections in Pasadena. After litigation was brought challenging the 2022 measure, a Los Angeles Superior Court Judge upheld a substantial part of Article XVIII. That litigation is on appeal, and the City continues to implement the 2022 measure. Both the Rental Housing Board and City Council have received public comment and deliberated on Measure PR, which amends Article XVIII of the Charter. Measure PR has been placed on the ballot by the City Council for the November 2024 election. 

If passed, Measure PR would:

  • Align definitions and eviction rules for withdrawal of rental units with California law;

  • Exempt certain government-subsidized housing from rent control;

  • Adjust certain timelines for the payment of relocation assistance;

  • Establish additional processes for Rental Housing Board member removal;

  • Clarify penalties for violations;

  • Update various dates and deadlines; and

  • Make other minor corrections to Article XVIII.
