Would change the process to select Fire and Police Trustees to the FPRS Retirement Board by policy and resolution of the Retirement Board. This will provide greater flexibility to the Retirement Board to determine the process for the selection of the Fire and Police Trustees, with input from the FPRS membership. Measure PF makes no other changes to the selection process or composition of the other three members of the Retirement Board. Measure PF requires approval of a majority of voters.

Fiscal Impact: The Retirement Board Trustees receive no compensation and will limit the cost of this measure.

In Depth

Section 1502 of the Pasadena City Charter currently requires that two of the five-member FPRS Board be elected from the active or retired members of the FPRS.  One member shall be a member or retiree of the Fire Department and, the other, a member or retiree of the Police Department.   

The pool from which the Fire and Police Trustees are selected has decreased over time, due to mortality of FPRS members and the 1977 closure of the retirement system to new members. The Fire Trustee position has been vacant since December 2023. Two calls for nominations to fill the Fire Trustee vacancy have been unsuccessful and resulted in no nominations. 

If passed, Measure PF would require a policy to be adopted by resolution of the FPRS Board that would set forth a process for selecting the Fire and Police Trustees that serve on the FPRS Board.  Such a policy would provide the FPRS Board with greater flexibility in selecting the Fire and Police Trustees, such as the option to move away from an election for these positions, and the option to expand the pool from which Trustees can be selected beyond active or retired members of the FPRS.

Measure PF also provides for a 30-day comment period during which members of the FPRS can provide input to the FPRS Board prior to approval of the resolution adopting the Trustee selection policy or the selection of any Fire and Police Trustees. Measure PF also cleans up and removes language referring to the original election of Trustees to the FPRS Board.
